This image composition is a personal travel project under my long exposure photography skill practice.  I was able to capture it without using any tripod.  I’ve managed to lean on the railings and hold my breath for more of a second.  And this was during my travel going to Bohol via Cebu-Tagbilaran 10 pm route.
